The Supreme Court upheld the decision of the Central Administrative Tribunal, which had set aside the Union of India's order dated 22nd February, 2001, that sought to withdraw higher pay scales granted to Tower Wagon Drivers (TWDs) under the Eastern Railways. The Court found that the respondents were entitled to the pay scale of Rs. 1350-2200/- as they were performing similar duties to Goods Drivers, and the withdrawal of the pay scale was arbitrary. The Court emphasized that the respondents should receive their entitled running allowance as per the New Running Allowance Rules, thereby affirming the Tribunal's ruling.
