The Supreme Court upheld the Punjab and Haryana High Court's decision declaring the denial of advance increments to teachers as illegal, citing the Government of Punjab's Memo No. 6462-ED-II(2)60/32640 dated 1.9.1960 and the Government of Haryana's letter No.152-Edu-II-69/540 dated 5.1.1968. The Court established that teachers with post-graduate qualifications are entitled to advance increments as per the aforementioned memos, irrespective of the pay scale revisions. Consequently, the appellants were directed to grant the increments to the respondents.
