The Supreme Court upheld the Punjab and Haryana High Court's ruling that denied the appellants' refusal to grant advance increments to teachers based on post-graduate qualifications, citing the Government of Punjab's Memo No. 6462-ED-II(2)60/32640 dated 1.9.1960 and the Government of Haryana's letter No.152-Edu-II-69/540 dated 5.1.1968. The Court established that the conditions of service for teachers, governed by the Punjab Educational Service Class-III (School Cadre) Rules, 1955, entitle them to pay scales as authorized by the government, including advance increments for higher qualifications. The Court directed the appellants to comply with the High Court's order to grant the increments accordingly.
