The Supreme Court upheld the Punjab and Haryana High Court's decision regarding the Chandigarh Administration's authority under Rule 7-A(2) of the Chandigarh (Sale of Sites and Buildings) Rules, 1960, to impose a penalty for the surrender of a residential plot. The Court clarified that the penalty should be 5% of the premium, as opposed to the 2.5% previously imposed, and rejected the appellants' request to withdraw their surrender of the plot. The Court affirmed the demand for Rs.3,38,082/- as valid and enforceable under the applicable rules.
