The Supreme Court addressed the validity of the Notification dated 25th April 2008, issued under the proviso to Article 309 of the Constitution of India, which amended the Rajasthan Administrative Service Rules, 1954. The Court held that the amendment was unconstitutional as it adversely affected the seniority of certain members of the Rajasthan Administrative Service without proper justification. Consequently, the Court quashed the Notification and restored the seniority as per the earlier lists, affirming the principles of fair administrative action and the protection of service rights under Article 14 and Article 16 of the Constitution.
