The Supreme Court held that the Urban Land (Ceiling and Regulation) Act, 1976, was applicable to land that was designated as urban at the time of its acquisition, and that subsequent changes in land use plans are irrelevant for determining the legality of such acquisitions. The Court noted that the High Court erred in setting aside the order of the State Government which had withdrawn proceedings under the Act, 1976, as the Act had been repealed by the Urban Land (Ceiling and Regulation) Repeal Act, 1999. The appeal was allowed, reinstating the order of the State Government and affirming the legal principles established in State of A.P. & Ors. Vs. N. Audikesava Reddy & Ors., AIR 2002 SC 5.
