Judgment text excerpt

The Supreme Court ruled that the promotions in the Ranchi Kshetriya Gramin Bank were conducted in violation of the Regional Rural Banks (Appointment and Promotion of Officers and other Employees) Rules, 1988, specifically Rule 5, which mandates promotions based solely on seniority-cum-merit through interviews and performance assessments. The Court held that the Bank's method of incorporating additional parameters for assessment was contrary to the prescribed rules, thereby invalidating the promotions made. Consequently, the Court directed the Bank to follow the correct procedure for future promotions as per the established rules.
