The Supreme Court upheld the order of the Labour Commissioner under Rule 25(2)(v)(a) of the Uttar Pradesh Contract Labour (Regulation and Abolition) Rules, 1975, which mandated equal wages for contract labour in the temporary filtration plant of Anpara Thermal Power Project as compared to regular employees in the main filtration plant. The Court found that the nature of work in both plants was similar, thus justifying the wage parity. The appeal against the High Court's dismissal of the writ petition was rejected, affirming the Labour Commissioner's decision.
