The Supreme Court examined the constitutionality of Section 3 of the Uttar Pradesh Reorganization Act, 2000, which included the district of Haridwar in the newly formed State of Uttaranchal. The Court held that the mandatory requirements of the proviso to Article 3 of the Constitution were violated, as the inclusion of Haridwar was not based on the recommendations of the Kaushik Committee and lacked proper legislative procedure. Consequently, the Court ruled that the inclusion of Haridwar in Uttaranchal was unconstitutional and invalidated the relevant provisions of the Act.
