The Supreme Court examined the constitutionality of Section 3 of the Uttar Pradesh Reorganization Act, 2000, which included the district of Haridwar in the newly formed State of Uttarakhand. The Court held that the mandatory requirements under the proviso to Article 3 of the Constitution were violated, as the inclusion of Haridwar was not supported by the recommendations of the Kaushik Committee and lacked proper legislative approval. Consequently, the Court ruled that the inclusion of Haridwar in Uttarakhand was unconstitutional and directed its exclusion from the new state.
