The Supreme Court addressed the appeal concerning the promotion criteria for Naval Officers, specifically regarding the implementation of recommendations from the AVS Committee. The Court held that the stipulation requiring Commanders (Time Scale) to wait for the promotion of all acting Commanders (Select List) before being eligible for promotion to Captain (Time Scale) was arbitrary and violated principles of equality and fair opportunity under Article 14 of the Constitution. Consequently, the Court directed the Ministry of Defence to revise the promotion criteria in accordance with the principles laid down.
