The Supreme Court upheld the decision of the High Court of Punjab and Haryana, which granted full reimbursement of medical expenses to a retired employee of the State of Haryana under the Punjab Services (Medical Attendance) Rules, 1940. The Court found that the circulars issued by the Haryana Government recognized heart disease as a chronic ailment, thus entitling the respondent to full reimbursement despite the State's argument regarding the applicability of its reimbursement norms. The Court held that the High Court's order was legally sustainable and affirmed the entitlement to the entire medical expenses incurred.
