The Supreme Court held that the Municipal School Board was authorized to start V Standard classes in Sant Rohidas Vidyamandir as per the provisions of the Mumbai Primary Education Rule, 1949, which allows for natural growth in primary schools without requiring additional permissions. The Court found that the High Court's interim order to close the V Standard classes and transfer students was inappropriate as it lacked extraordinary circumstances and disregarded the rights of the students. Consequently, the Court set aside the High Court's interim order, affirming the Board's authority under Section 2(15) of the Bombay Primary Education Act, 1947.
