The Supreme Court held that the rejection of the appellant's application for Ph.D. enrollment by the Panjab University was flawed as it did not follow the required procedure outlined in Regulations 1, 2, and 3 of the Panjab University Calendar Volume-II, 1995. The Court found that the Faculty of Law failed to consider the appellant's case for recommendation to the Research Degree Committee, which constituted a patent illegality. Consequently, the Court set aside the High Court's order and directed the University to consider the application within three months.
