The Supreme Court addressed the legality of Infrastructure Development Charges (IDC) imposed by the Chennai Metropolitan Development Authority (CMDA) on behalf of the Chennai Metropolitan Water Supply and Sewerage Board under the Tamil Nadu Town and Country Planning Act, 1971. The Court held that the CMDA has the authority to collect IDC as it is a local authority responsible for water supply and sewerage services, thus satisfying the quid pro quo requirement. The appeal against the High Court's dismissal of the writ petitions was therefore rejected, affirming the validity of the IDC collection process.
