The Supreme Court held that under Section 27-A of the Uttar Pradesh Water Supply and Sewerage Act, 1975, and Rule 3 of the Uttar Pradesh Palika and Jal Sansthan Waterworks Engineering (Centralised) Service Rules, 1996, the General Manager of Jal Sansthan is part of a centralised service, which permits transfer to another Jal Sansthan. The Court found that the respondent could be lawfully transferred as per Rule 27, which empowers the State Government to transfer officers within the centralised service. Consequently, the appeal was allowed, the High Court's judgment was set aside, and the writ petition was dismissed.
