The Supreme Court examined the legality of Infrastructure Development Charges (IDC) imposed by the Chennai Metropolitan Development Authority (CMDA) on behalf of the Chennai Metropolitan Water Supply and Sewerage Board under the Tamil Nadu Town and Country Planning Act, 1971. The Court held that CMDA's delegation to collect IDC was valid as it was in line with the statutory framework and the principle of quid pro quo was satisfied since the charges were for the provision and improvement of water supply and sewerage services. The appeal against the High Court's dismissal of the writ petitions was therefore dismissed, affirming the legality of the IDC collection.
