The Supreme Court held that under Section 27-A of the Uttar Pradesh Water Supply and Sewerage Act, 1975, and Rule 3 of the Uttar Pradesh Palika and Jal Sansthan Waterworks Engineering (Centralised) Service Rules, 1996, the General Manager of Jal Sansthan is part of a centralized service, allowing for transfer between Jal Sansthans. The Court found that the respondent, as General Manager, could be lawfully transferred, thus allowing the appeal and setting aside the High Court's judgment.
