Ltd. and Prithvi Associates by the Brihan Mumbai Electric Supply & Transport Undertaking (BEST) under Section 460M of the Mumbai Municipal Corporation Act, 1888. The Court emphasized that the tender process must be followed as per the statutory requirements, and the absence of a formal contract violated the conditions of the tender. Consequently, the BEST was directed to invite fresh tenders for the contracts in question.
