HARYANA AGRICULTURAL UNIVERSITY vs DEVI PRAKASH .

The Punjab & Haryana High Court dismissed the second appeal as no question of law was raised, affirming the District Judge's findings that the respondents, being technical hands with ITI certificates, were entitled to a pay scale of 1200-2040. The Court declined to admit a document dated 18th September 1991, as it was not part of the proceedings and was submitted after the suit. The appeal was found to have no merit and was dismissed accordingly.
