The Supreme Court held that the period of ad-hoc service rendered by employees cannot be included for calculating seniority, as established in State of Haryana v. Haryana Veterinary & AHTS Association (2000 (8) SCC 4). The Court reaffirmed that only regular service is to be counted for seniority purposes, in accordance with Rule 8 of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994. Consequently, the High Court's order allowing the inclusion of ad-hoc service for seniority was set aside.
