The Supreme Court upheld the Bombay High Court's dismissal of applications challenging the prosecution under Section 7 of the Contract Labour (Regulation and Abolition) Act, 1970. The Court found that the Reserve Bank of India (RBI) and the College of Agricultural Banking can be treated as establishments under the Act, as they function as government departments. The Court ruled that the High Court was justified in rejecting the petitions under Section 482 of the Code of Criminal Procedure, 1973 and Article 226 of the Constitution of India, affirming the applicability of the Act to the appellants.
