The Karnataka High Court held that the Central Administrative Tribunal's (CAT) rejection of the employees' claim for promotion based on office memorandums dated 13th September 1991 and 6th November 1991 was erroneous. The Court found that the CAT failed to consider the provisions allowing for in-situ promotions and the objective of preventing stagnation among Group 'C' and 'D' employees. The High Court reversed the CAT's decision, affirming the employees' entitlement to the higher pay scale despite not meeting the educational qualifications specified in the Cadre and Recruitment Rules.
