The Supreme Court held that non-communication of adverse entries in the Annual Confidential Report (ACR) of a public servant violates Article 14 of the Constitution, as it can adversely affect promotion opportunities. The Court emphasized that the appellant, who was not informed of a 'good' rating, should have been considered for promotion based on his previous 'very good' rating.
