The Supreme Court held that the appellant, a diploma holder who obtained a BE degree on 28th August 1983, was entitled to promotion as Assistant Executive Engineer only from 26th October 1989, the date when the TTD Employees Service Rules, 1989 came into effect. The Court clarified that prior promotional opportunities under G.O. 563 did not extend to the appellant due to the lack of provisions in the TTD Rules, 1978 for such promotions. The Court upheld the High Court's decision, affirming the eligibility date for conversion as per the applicable rules.
