The Supreme Court held that the duties of the Protector of Emigrants, as defined under the Emigration Act, 1983, are part of the normal responsibilities of a Regional Passport Officer. Consequently, the court found that the respondent was not entitled to an honorarium in addition to his salary for performing these duties. The orders of the Central Administrative Tribunal and the High Court granting such remuneration were set aside, and the appeal was allowed without costs.
