The Supreme Court held that complaints filed before the District Consumer Disputes Redressal Forum should have been properly constituted suits in a competent civil court, as the District Forum found no deficiency in service. The Court set aside the orders of the State Consumer Disputes Redressal Commission and the National Consumer Disputes Redressal Commission, allowing the appeals and dismissing the complaints with liberty to file suits. The Court also directed that time spent on the complaints be excluded under Section 14 of the Limitation Act when computing the limitation period.
