The Supreme Court held that the Haryana Public Service Commission had the authority to recommend 30 candidates for the post of Principals despite an initial advertisement for only 18 posts, as the requisition was later increased to 37. The Court reversed the Punjab & Haryana High Court's decision, affirming that all 30 candidates were entitled to appointment, thus establishing that the Commission's recommendations were valid under the circumstances. Consequently, the appointments of respondents 4 to 16 were upheld, and their seniority was to be fixed based on the merit list published on 1.10.1993.
