The Supreme Court held that the High Court erred in directing the State of Maharashtra to condone the break in service of Respondent No.1 from 9.6.1986 to 10.6.1990, as it exceeded the permissible limits set by the Government Resolution dated 4th November 1968 and Circular dated 10.5.1989. The Court emphasized that the authority to condone breaks exceeding two years does not lie with the Government. Consequently, the appeal was allowed, and the High Court's order was set aside.
