The Supreme Court held that the appellant, who was appointed as Deputy Keeper (Archaeology) on 01.04.1992 and promoted to Curator/Keeper (Archaeology) on 22.06.1999, possessed the requisite qualification of five years in the grade as mandated by the recruitment rules. The Court found the conclusions of the High Court and Tribunal, which stated that the appellant did not possess the necessary qualifications, to be erroneous. Consequently, the appeal was allowed, and the previous decisions were set aside.
