Judgment text excerpt

The Supreme Court held that the appellant, Dr. Rajbir Singh Dalal, did not possess the requisite qualifications for the post of Reader in Public Administration as per the UGC Regulations and the precedent set in Dr. Bhanu Prasad Panda vs. Chancellor, Sambalpur University (2001) 8 SCC 532, which established that qualifications in Political Science do not qualify one for a position in Public Administration. The Court upheld the High Court's decision to set aside the appellant's selection, affirming that adherence to academic qualifications is essential for university appointments under Section 2 of the University Grants Commission Act, 1956.
