The Supreme Court interpreted GOMs No.368 dated 18.8.1999 concerning the promotion of Private Secretaries (PSs) to the post of Assistant Secretary, establishing that the promotional channel must be adhered to as per the prescribed rules. The Court held that the PSs, having undergone the requisite training and fulfilling the conditions set forth in G.O. No.538, are eligible for promotion to Section Officers (SOs) and subsequently to Assistant Secretaries, thereby affirming the validity of the promotional quota established by earlier government orders. The appeals were allowed, reinforcing the established promotional framework within the Andhra Pradesh government service.
