The Supreme Court examined the legality of the General Insurance (Rationalisation of Pay Scales and Other Conditions of Service of Development Staff) Amendment Scheme, 2003, which amended the earlier scheme under Section 17A of the General Insurance (Business Nationalization) Act, 1972. The Court held that the unilateral change in service conditions of Development Officers in Class II category was invalid as it did not consider the service conditions of other employee categories. The Court ruled that the amendment lacked legal sanctity and upheld the previous scheme's provisions, thereby protecting the interests of the Development Officers.
