The Supreme Court held that a person holding a post on an officiating basis has no inherent right to that post, as established in State of U.P. v. Kaushal Kishore (1991) 1 SCC 691. The Court found that the Tribunal erred in quashing the order of reversion of the appellant from Stenographer to Junior Clerk, as no show cause notice or inquiry is required for such reversion. Consequently, the appeal was dismissed, and the High Court's order for a departmental inquiry was deemed misconceived, leading to the dismissal of the related appeal as well.
