The Supreme Court held that the appellant's election was improperly declared void by the Kerala High Court on the grounds that he did not subscribe to an oath before an authorized officer and that his nomination papers were not received by a competent authority. The Court found that the Assistant Returning Officer had the authority to accept the nomination papers and that the appellant had indeed made the required oath, thus qualifying him for election under the Kerala Panchayat Raj Act, 1994. The Court reversed the High Court's decision, reinstating the appellant's election as valid.
