The Supreme Court held that an ad hoc appointee, such as the respondent who was appointed as a Stenographer for a limited period, does not have a right to continue in service after failing a qualifying test. Citing the precedent in State of U.P. v. Kaushal Kishore, (1991) 1 SCC 691, the Court emphasized that temporary employees lack a legal right to the post and should not be allowed to continue in public interest.
