The Supreme Court upheld the validity of the Ministry of Urban Affairs and Employment (Department of Urban Development) Central Engineering (Civil) Group 'A' Service Rules, 1996, framed under Article 309 of the Constitution of India, in the context of administrative orders issued for reorganization within the Central Public Works Department.
