The Supreme Court held that the eligibility criteria for the post of Deputy Director (Agriculture) did not explicitly require two years of experience after obtaining the M.Sc. degree, as per the UPSC advertisement. The Court found that the appellant had the requisite experience prior to obtaining his degree and thus should have been called for the interview. The Court overturned the Madras High Court's decision that quashed the appellant's appointment, reinstating him in his position based on merit established during the interview process.
