The Supreme Court upheld the decision of the Andhra Pradesh High Court, affirming the order of the Andhra Pradesh Administrative Tribunal which denied the respondent's claim for regularization of service from 1.3.1991. The Court found that the respondent, appointed in April 1980, did not meet the eligibility criteria set forth in G.O.Ms. No.124 dated 22.2.1991 for conversion to last grade service. Consequently, the Court ruled that the regularization under G.O.Ms. No.98 dated 1.4.1999 was valid and the respondent was not entitled to earlier benefits.
