The Supreme Court held that the regularization of services of employees who have been engaged on a contractual basis cannot be granted merely on the basis of long service, as established in Secretary, State of Karnataka v. Uma Devi (2006). The Court reiterated that regular recruitment must be insisted upon and that ad hoc appointments should be followed by regular recruitment. The appeal was dismissed, affirming the High Court's decision which upheld the Central Administrative Tribunal's order for considering the respondents for regularization.
