The Supreme Court held that the High Court of Punjab & Haryana erred in dismissing the writ petition under Article 226 of the Constitution on the grounds of lack of territorial jurisdiction. The Court established that a part of the cause of action arose in Chandigarh, where the Appellant Company submitted its proposal and deposited the requisite amount, thus allowing the writ petition to be entertained. The Court reversed the High Court's decision and directed that the matter be heard on merits.
