The Supreme Court held that the Casual Labourers (Grant of Temporary Status and Regularisation) Scheme, 1993, stipulates that temporary status can only be conferred on casual labourers who were in employment on the date of the scheme's commencement and had completed the requisite days of service. The Court found that the High Court's interpretation of the scheme as an ongoing one was incorrect, leading to the conclusion that the respondents were not entitled to regularization or temporary status as they did not meet the criteria. Consequently, the Supreme Court set aside the High Court's orders and upheld the position established in Union of India v. Mohan Pal (2002) 4 SCC 573.
