The Court found that the subsequent Select List dated 12.9.1995 violated Regulation 5 of the Indian Forest Service (Recruitment) Rules, 1965, as it included ineligible candidates and excluded the appellant. The Court emphasized the High Court's duty to adjudicate the validity of the Select List rather than abdicating its responsibility.
