The Supreme Court upheld the decision of the Punjab and Haryana High Court affirming the Central Administrative Tribunal's ruling regarding the entitlement of pay and allowances for a respondent who claimed proforma promotion benefits from 9.9.1997 instead of the actual promotion date in August 2001. The Court emphasized that under Paragraph 228 of the Indian Railway Establishment Manual, no arrears are payable for periods where the employee did not perform duties of the higher post.
