The Supreme Court addressed the entitlement of teachers to increments under Rule 4.4 of the Punjab Civil Services Rules, following their acquisition of higher qualifications. The Court held that the withdrawal of increments by the State Government was unjustified, as the teachers were discharging higher responsibilities by teaching higher classes. The Court reaffirmed that the provisions of Rule 4.4 applied to the teachers, thus allowing their claim for the additional increment and pay fixation.
