The Supreme Court held that the Assam Electronics Development Corporation Ltd. (AMTRON) violated principles of transparency and fairness in the tendering process by failing to disclose the criteria for evaluation of bids as mandated by the principles of administrative law. The Court emphasized that non-disclosure of the scoring methodology undermines the competitive bidding process and can lead to arbitrary decision-making. Consequently, the Court quashed the award of the contract to NIIT and directed AMTRON to reevaluate the bids in accordance with the disclosed criteria.
