The Supreme Court held that the Orissa High Court erred in directing the Government to consider the belated offer of Orissa Small Industries Corporation Ltd. (OSICL) at Rs.85/- per kg for copper cables, as it was made after the Government had already accepted an offer of Rs.84/- per kg from Industrial Development Corporation of Orissa Ltd. (IDCOL). The Court emphasized that the IDCOL was not impleaded in the writ petition, which compromised the fairness of the proceedings. Consequently, the Supreme Court set aside the High Court's order, reaffirming the sanctity of the Government's decision-making process under Article 14 of the Constitution of India.
