The Supreme Court held that the disciplinary authority's imposition of compulsory retirement on the Appellant was improper as it violated the principles of natural justice and the procedure laid down under Rules 14(11) and 14(15) of the Central Civil Services (Classification, Control and Appeal) Rules. The Court affirmed the Central Administrative Tribunal's decision that the disciplinary authority lacked jurisdiction and that the Appellant was prejudiced due to the denial of proper assistance during the enquiry. Consequently, the Court set aside the High Court's judgment that had reversed the Tribunal's order, reinstating the Tribunal's findings.
