The Supreme Court held that the cancellation of the departmental examination results due to malpractice at one center was unjustified, as it affected all candidates indiscriminately. The Court ruled that the respondent-employee should be considered for promotion based on the marks obtained in the July 1995 examination, despite the examination's cancellation. The Court upheld the High Court's direction to include the respondent in the merit list for the 86 vacancies available in the subsequent examination held in April 1998, thereby affirming the employee's entitlement to promotion if he ranked within the required number.
