The Supreme Court ruled that Section 20(3)(a)(i) of the Andhra Pradesh Education Act, 1982 is void due to legislative incompetence, as it conflicts with the All India Council of Technical Education Act, 1987 under Section 10. Act in matters of establishing technical institutions, confirming the High Court's decision that the State's rejection of applications for new engineering colleges was invalid. Consequently, the appeals by the State of Andhra Pradesh were dismissed.
